Statistics for Policy Makers


To design good policies and make sound decisions, public officers like you often have to analyze data accurately and evaluate results based on empirical data robustly. Good presentation of data can also help decision-makers make sound policy decisions. 

The 2 days course covers key statistical concepts crucial to the effective statistical results constantly used to make decisions in business and government.

We make use of graphical displays that convey the concepts and their use. During the session fair amount of time is allocated to questions and answers about the practical use of statistical results as sources of information.

This course is not intended to teach how to produce statistics or process data but how to interpret statistical information.

The course is aimed at decision makers in government and the private sector and members of teams that use statistics to build policies or brief policy makers.

It is also suitable for people who are interested in using statistical results for decision making and would like to make sure that they can effectively interpret statistics and statistical results.


  • Introduction to statistical definitions, concepts and techniques.
  • Types of data, statistics and levels of measurement.
  • Data representation: rates of changes, seasonal adjustment, normalization and indexation.
  • Spreads, distributions and measuring variation.
  • Data quality, sampling and representativeness.
  • Designing and evaluating policy experiments with randomized controlled trials.
  •  Visualizing and communicating statistics and data.
  • What is statistical significance and what does it mean?
  • Interpreting statistical associations and causality.
  • Pit-falls of data and regression analysis: causation and correlation, reverse causality and selection bias.
  • Evidence and outcome-based policy planning and implementation. 
  • Gender statistics for a more inclusive development.
  • Importance of collecting gender-disaggregated data to plan relevant project interventions.
  • Interpretation of commonly found published statistics.
  • How to make the best of statistics for decision making.
  • Hard numbers and soft stories.


Participants should be reasonably proficient in English. Applicants must live up to Indepth Research Services (IRES) admission criteria.


The instructor led trainings are delivered using a blended learning approach and comprises of presentations, guided sessions of practical exercise, web based tutorials and group work. Our facilitators are seasoned industry experts with years of experience, working as professional and trainers in these fields.

All facilitation and course materials will be offered in English. The participants should be reasonably proficient in English.


Upon successful completion of this training, participants will be issued with an Indepth Research Services (IRES) certificate.


The training is residential and will be held at IRES Training Centre. The course fee covers the course tuition, training materials, two break refreshments, lunch, and study visits.

All participants will additionally cater for their, travel expenses, visa application, insurance, and other personal expenses.

Payment for the all courses includes a registration fee, which is non-refundable, and equals 15% of the total sum of the course fee.

1.    Participants may cancel attendance 14 days or more prior to the training commencement date.

2.    No refunds will be made 14 days or less to the training commencement date. However, participants who are unable to attend may opt to attend a similar training at a later date, or send a substitute participant provided the participation criteria have been met.
