Disaster Incident Command System Course


The Disaster Incident Command System (ICS) is a management system designed to enable effective and efficient disaster incident management by integrating a combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure. ICS is normally structured to facilitate activities in five major functional areas: command, operations, planning, logistics, Intelligence & Investigations, finance and administration. It is a fundamental form of disaster management, with the purpose of enabling incident commanders to identify the key concerns associated with the incident often under urgent conditions without sacrificing attention to any component of the incident command system.

The course targets all individuals from Local communities, local governments,  national governments, International Organizations, Non-Governmental Organizations, and the private sector as these skills are essential for every person because disasters can affect anybody globally.


  • Module 1: General introduction to disaster management

    • Definition of key terms of Disaster Management

    • Core Elements of Disaster Management: The 5 Sectors


    Module 2: Fundamentals of the Incident Command System (ICS)

    This module provides an overview of the categories and types of incidents. It also provides the basic features of the Incident Command System including:

    • Common Terminology
    • Organization and Planning
    • Managing an Incident
    • Facility and Resource Management
    • Information Sharing
    • Transfer of Command
    • Accountability


    Module 3: Incident Command System (ICS) for Initial Action Incidents

    This module presents the Incident Command System (ICS) organization for single or initial action incidents. This module discusses the following topics:

    • Leadership and management of initial action incidents
    • Delegation of authority and using objectives to manage incidents
    • Developing the appropriate ICS organization
    • Briefings
    • Incident Command System (ICS) tools


    Module 4: Incident Command System (ICS) for Expanding Incidents

    This module presents the Incident Command System (ICS) organization for expanding incidents. This module discusses the following topics:

    • Unified Command
    • Planning for incidents and events
    • Resource management
    • Demobilization, close-out, and transfer of command


The instructor-led training are delivered using a blended learning approach and comprises of presentations, guided sessions of practical exercise, web-based tutorials and group work. Our facilitators are seasoned industry experts with years of experience, working as professional and trainers in these fields.

All facilitation and course materials will be offered in English. The participants should be reasonably proficient in English.


Upon successful completion of this training, participants will be issued with an Indepth Research Services (IRES) certificate.


The training is residential and will be held at IRES training Centre. The course fee covers the course tuition, training materials, two break refreshments, lunch, and study visits.

All participants will additionally cater for their, travel expenses, visa application, insurance, and other personal expenses.
